Meetings
Meetings of the IBC will be called by the chair as required, but must be convened at least semiannually. The presence of either the chair or the deputy chair (as the presiding official) is mandatory unless special arrangements have been made. On the basis of the topics to be discussed and the technical expertise of those members present, the presiding chair will decide whether or not the attending members constitute a working quorum. An agenda shall be prepared in advance of a scheduled meeting and distributed to committee members, together with any materials needed for review.

Minutes
The chair must ensure that the minutes are recorded; the minutes will summarize the discussion and conclusions reached by the committee. These minutes will be approved and signed by the presiding official, and forwarded to the chief operations officer, the Laboratory director and any other officials deemed appropriate. Subcommittees organized by the IBC will record their own minutes, and forward their findings and/or recommendations to the Chair, IBC.
